Overview

The Pannion Domin is a fanatical theocracy that rises in southeastern Genabackis and threatens to consume the entire continent. Ruled by the Pannion Seer -- a figure of immense magical power and terrible madness -- the Domin is an expansionist nightmare that combines religious zealotry with military force and the deliberate weaponization of suffering. Its armies are vast, its methods horrific, and its signature atrocity is the Tenescowri: a starving, cannibalistic horde of peasant-soldiers driven to consume the dead and the living alike.

The Pannion Domin serves as the primary antagonist of Memories of Ice, driving the unlikely alliance between the Malazan Empire, Anomander Rake's Tiste Andii, Caladan Brood's forces, the Barghast, and the remnants of Darujhistan's defenders. The war against the Domin -- fought at Capustan and Coral -- is one of the series' most devastating conflicts, and the revelation of the Seer's true nature adds layers of tragedy to what initially appears to be simple villainy.

The Domin represents one of the series' most pointed explorations of how suffering, when unaddressed and uncomforted, can metastasize into monstrous systems that perpetuate and amplify the original pain. The Pannion Seer is not merely a tyrant but a victim whose trauma has been twisted into a weapon by darker powers.

History

Origins

The Pannion Seer was originally a mortal man driven mad by terrible experiences -- specifically, the trauma of witnessing and suffering from the predations of the Jaghut Tyrant and the subsequent chaos in the region. His madness was exploited and amplified by a fragment of the Crippled God's power, which used the Seer as an instrument to create chaos and suffering across Genabackis.

The Seer's power attracted followers, and his religious message -- a twisted theology of hunger, consumption, and spiritual purity through suffering -- resonated with the desperate and dispossessed peoples of southeastern Genabackis. The Domin grew rapidly, consuming city after city.

Expansion

The Pannion Domin expanded aggressively across southeastern Genabackis, conquering or destroying every settlement in its path. Cities that resisted were besieged and overwhelmed; their populations either absorbed into the Domin's structure or fed to the Tenescowri. The Domin's expansion threatened all of Genabackis, prompting the formation of the allied coalition that would fight the Pannion War.

The Siege of Capustan

The Domin's assault on Capustan was a pivotal moment. The city, defended by the Grey Swords and local forces, held out far longer than expected, buying time for the allied army to assemble. The siege was horrific, with the Tenescowri adding a dimension of terror that went beyond conventional warfare. The arrival of the Barghast broke the siege, but Capustan was devastated.

The Battle of Coral and Fall

The allied forces pursued the Domin to its capital at Coral, where the final battle of the Pannion War was fought. The Bridgeburners tunnelled beneath the city, Moon's Spawn descended in a devastating assault, and the allied forces broke the Domin's power. The Pannion Seer was confronted and his true nature revealed -- a broken, manipulated soul rather than a willing architect of evil. The Domin collapsed with the Seer's defeat.
